International Facilities Services Limited (IFS) is seeking an experienced HSE Officer to support health, safety and environmental standards across its Facilities Management operations in Gbagada, Lagos.
The position covers a broad operating environment, including technical facilities services such as electrical systems, generators, HVAC, plumbing and lifts, as well as cleaning, landscaping and security operations.
The successful candidate will help ensure that employees, subcontractors and other people working on or using the facility are operating within appropriate safety procedures and regulatory requirements.

What the role involves
The HSE Officer will have day-to-day responsibility for maintaining safety standards across the site and supporting a proactive health, safety and environmental culture.
Key responsibilities include:
- Designing and delivering HSE induction training for new employees and subcontractors before they begin work on site.
- Maintaining complete and signed records of staff and contractor inductions.
- Developing and maintaining Risk Assessments and Method Statements (RAMS) for Facilities Management activities.
- Reviewing RAMS when work scopes, site conditions or operational risks change.
- Conducting regular safety inspections and audits across technical services, soft services and public areas.
- Tracking corrective actions and following up until identified issues are properly addressed.
- Investigating HSE incidents, near-misses and non-conformances.
- Conducting root-cause analysis and maintaining accurate incident records.
- Overseeing permit-to-work procedures for high-risk activities.
- Monitoring activities involving electrical isolation, working at height, confined spaces and hot works.
- Monitoring compliance with applicable Nigerian HSE regulations and environmental requirements.
- Supporting the Facility Manager and service leads with statutory compliance certificates and renewal schedules.
- Delivering toolbox talks, safety campaigns and other activities designed to strengthen safety awareness.
- Acting as an immediate point of contact during safety incidents and coordinating the initial response.
- Escalating incidents in accordance with the client’s established escalation procedures.
- Maintaining HSE documentation, training records and compliance information through the facility’s CMMS/CAFM platform.
- Supporting emergency-preparedness planning and drills, including fire, evacuation and critical-incident response exercises.
Health, safety and environmental responsibilities
The role covers more than routine workplace inspections. The HSE Officer will work across different Facilities Management functions, each presenting its own operational risks.
These may include:
- Electrical and mechanical maintenance.
- Generators and other power systems.
- HVAC and plumbing.
- Lift operations.
- Cleaning activities.
- Landscaping and grounds maintenance.
- Security operations.
- Work in public and high-footfall areas.
The successful candidate will need to understand how safety procedures should be applied across different teams and work environments rather than relying on a single standard approach.
RAMS and permit-to-work systems
A significant part of the position involves controlling risk before high-risk work begins.
The HSE Officer will develop, review and communicate Risk Assessments and Method Statements (RAMS) and oversee permit-to-work arrangements for activities that require additional controls.
Relevant work may include:
- Electrical isolation.
- Working at height.
- Confined-space activities.
- Hot works.
Candidates should understand how to identify hazards, assess risk, establish appropriate controls and ensure that workers understand the requirements before work starts.
Incident response and investigation
The successful candidate will also play an important role when incidents occur.
Responsibilities include responding to safety incidents, securing appropriate escalation, documenting what happened and supporting investigations to determine the underlying causes.
Near-misses and non-conformances are also part of the process. Recording these events accurately can help identify recurring risks before they result in more serious incidents.
The role therefore requires someone who can remain calm and decisive when dealing with unexpected situations while maintaining a methodical approach to investigation and reporting.
Regulatory compliance
Applicants should have a working understanding of Nigerian HSE requirements and relevant environmental compliance standards.
The position includes monitoring compliance and supporting the maintenance and renewal of statutory documentation and certificates.
Familiarity with environmental requirements, including relevant NESREA standards, will be important.
The HSE Officer will work with the Facility Manager and service leads to ensure compliance responsibilities are tracked and that renewals are addressed before existing certificates expire.
Training and safety culture

The HSE Officer will therefore be expected to communicate clearly with a diverse workforce and use practical methods to reinforce safe behaviour.

Qualifications and experience
Applicants should have:
- A degree or HND in Occupational Health & Safety, Environmental Science, Engineering or a related discipline.
- NEBOSH General Certificate, or an equivalent internationally recognised HSE qualification.
- NEBOSH Diploma, ISPON or IOSH credentials will be an advantage.
- At least 5 years of HSE experience.
- Experience in Facilities Management, construction, industrial environments, large public venues or hospitality will be particularly relevant.
- Strong knowledge of RAMS development.
- Experience with permit-to-work systems.
- Knowledge of incident investigation methods.
- Familiarity with Nigerian HSE regulations and environmental compliance requirements.
- Experience using CMMS or CAFM systems for safety records and compliance documentation.
- Strong communication and safety-training skills.
- The ability to remain calm and make sound decisions during incidents.
Working environment
The position supports a live, 24/7, high-footfall public environment. Safety issues may therefore require attention outside conventional working hours.
