This consultancy forms part of UNICEF’s ongoing support for strengthening financial management practices within Nigeria’s Primary Health Care Development Agencies under the GAVI HSS3 programme.

What You Will Do

The consultant will collaborate with UNICEF’s financial management specialists, implementing partner management teams, and health programme experts to strengthen financial systems across six Primary Health Care Development Agencies.

Key responsibilities include:

  • Review existing financial management systems, controls, and compliance procedures.
  • Assess budgeting practices and financial reporting processes.
  • Develop or improve financial management tools and templates aligned with national regulations and donor requirements.
  • Strengthen internal control mechanisms to reduce financial risks and improve accountability.
  • Deliver training and mentoring programmes for finance and accounts personnel.
  • Support budget preparation, expenditure monitoring, and variance analysis.
  • Assist agencies in preparing for internal and external financial audits.
  • Conduct monitoring visits, spot checks, and document lessons learned to support continuous improvement.

Qualifications Required

Applicants should possess:

  • A Bachelor’s degree in Business Administration, Finance, Accounting, Audit, or another closely related discipline.
  • Professional certifications such as CPA, ICAN, or ACCA are considered an added advantage.
  • A Master’s degree in a relevant field is desirable.

Experience Required

Candidates should demonstrate:

  • At least 7 to 10 years of progressive professional experience in financial management, accounting, auditing, or financial controls.
  • Experience supporting donor-funded health programmes such as GAVI, the Global Fund, the World Bank, or similar international development initiatives.
  • Previous collaboration with government institutions or State Primary Health Care Development Agencies will be an advantage.
