The Passive System Engineer will support the planning, control, management, monitoring, and optimization of Airtel Nigeria’s nationwide power and passive infrastructure operations. The role covers site fueling, passive projects, infrastructure replacements, power upgrades, energy cost management, and operational efficiency across 4 regions and 12 zones.

The position supports a robust and sustainable power infrastructure that delivers optimal power quality, maintains network power availability of 99.99% and above, reduces energy OPEX, achieves Annual Operating Plan targets, and strengthens partnerships with vendors and infrastructure providers.

Responsibilities

  • Manage the day-to-day passive and power operations and maintenance of Airtel sites, including data centres and owned BTS sites, power upgrades, site fueling, and diesel delivery.
  • Provide end-to-end operational support for power supply to Core, IN, VAS, Base Station Systems, and Transmission domains.
  • Plan maintenance schedules, preventive maintenance audits, tracking, and compliance monitoring for passive equipment across BTS, BSC, Transmission, MSC, and Data Center sites.
  • Coordinate the replacement, upgrade, and installation of DGs, AC and HVAC units, rectifiers, batteries, transformers, stabilizers, power panels, inverters, UPS systems, and fire protection systems, including warranty claims.
  • Manage passive spares requests, replacement activities, passive alarms, emergency failures, incident recommendations, and follow-up actions.
  • Plan monthly diesel requirements and monitor energy cost drivers including diesel consumption, DG run hours, utility power availability, battery backup, DG capacity, utility tariffs, diesel rates, and related operating expenditure.
  • Develop Bills of Quantity for power equipment and support the preparation, review, and evaluation of RFQ and RFP documents.
  • Review power-related invoices, progress payments, billings, job close-out documentation, ATP documents, JCCs, and warranty certificates.
  • Prepare and manage annual passive network OPEX plans, Power CAPEX and OPEX budgets, management approvals, expenditure tracking, and reporting against AOP targets.
  • Lead the compilation, execution, and delivery of the Airtel Nigeria Network Energy and Passive Infrastructure AOP, including energy OPEX savings and network cost optimization initiatives.
  • Define scopes of work and SLAs for passive infrastructure contracts, monitor service-provider performance, and manage SLA measurement methodologies.
  • Develop and maintain procedures, guidelines, equipment specifications, change-request processes, operational reports, and an accurate passive equipment database.
  • Ensure power equipment specifications and network operations comply with applicable regulatory, statutory, environmental, and operational requirements, including generator noise and smoke-emission standards.
  • Manage third-party vendors and oversee ISM, MS, and other support contracts to ensure contractual obligations and service deliverables are achieved.
  • Support operational interfaces with Enterprise, Commercial, Customer Service Delivery, IT, and other internal and external stakeholders.

Requirements and Qualifications

Educational qualification

  • First degree in a related field.

Experience

  • Minimum of 8 years of varied experience in power operation and maintenance in the telecommunications industry.

Technical and professional requirements

  • Knowledge of telecommunication architecture and mobile network operations and maintenance.
  • Experience with power equipment database development and management, including site database management.
  • Knowledge of MSC and Data Center passive equipment.
  • Knowledge of DC rectifier plants, battery banks, inverter systems, UPS systems, generators, power control and distribution panels, transformers, voltage stabilizers, and grid HV, MV, and LV systems.
  • Knowledge of cooling systems and HVAC, power conditioning, surge protection, earthing, FM200 fire protection systems, DC and AC cables, hybrid power, solar power, and IPMS systems.
  • Basic understanding of BTS site civil works and the ability to develop and interpret M&E drawings.
  • Project management skills, proficiency in Microsoft Office applications, AutoCAD skills, and the ability to create single-line diagrams.
  • Analytical, presentation, communication, negotiation, decision-making, resource-management, and partner-management skills.
  • Ability to manage outsourcing partners against service-level agreements and motivate and lead internal and external partners.
