Responsibilities

• Set overall operational objectives, priorities and performance expectations.
• Direct and supervise the Head of Operations, FZE Terminal Manager, Marine Terminal Manager and the logistics function.
• Establish an integrated operating plan covering product supply and vessel receipt, tank availability, product storage, truck loading and distribution.
• Resolve cross-functional operational bottlenecks, hold managers accountable for agreed KPIs, conduct performance reviews and escalate critical operational risks.
• Ensure safe and efficient vessel berthing, mooring and discharge operations, including SPM and CBM readiness, ship-to-shore interface, marine emergency preparedness, surveys and certifications.
• Optimise vessel turnaround, minimise avoidable delays and demurrage, and oversee marine logistics planning.
• Manage safe, efficient and compliant operations across depots and terminals, including inventory management, loading operations, dispatch, product receipt, quality assurance, throughput and infrastructure utilisation.
• Ensure compliance with tank integrity, maintenance and loading-efficiency standards, while introducing performance-enhancement tools.
• Oversee product movement to terminals, depots, bulk buyers and retail outlets, including fleet routing, scheduling and transporter performance.
• Monitor delivery KPIs such as OTIF, turnaround time, fuel loss and cost per litre, using ERP systems and logistics dashboards to track operations in real time.
• Oversee ship berthing, lightering, discharging, pipeline transfer and coordination with tank farms and maritime stakeholders.
• Coordinate with the Nigerian Ports Authority, NMDPRA, NIWA, Navy and other maritime stakeholders.
• Ensure compliance with safety, health, environmental and quality standards, as well as applicable requirements from NMDPRA, NPA, DPR, SON and other agencies.
• Implement operational risk assessments, incident investigations and business continuity plans, and drive HSE performance through training, audits and performance tracking.
• Lead, coach and inspire multidisciplinary teams across operations, marine and logistics.
• Promote accountability, professional development, collaboration between operations, trading and finance, and performance management through KPIs, training and feedback.
• Lead the preparation and implementation of annual CAPEX and OPEX operations budgets.
• Prepare monthly and quarterly reports covering trading alignment, logistics efficiency, inventory status and cost control.
• Analyse operational data to guide strategic decisions and continuous improvement.

Requirements and Qualifications

A bachelor’s degree is required in Mechanical, Electrical, Chemical, Petroleum or Marine Engineering, Operations Management, Logistics, Business Administration or a related discipline.

• Minimum of 20 years’ relevant industry experience, including at least 7 years in senior operational leadership.
• Strong downstream petroleum experience covering terminals or tank farms, marine operations, SPM or CBM, logistics and/or retail operations.
• Experience managing large multidisciplinary teams and high-value petroleum assets.
• Experience dealing with NMDPRA, NIMASA, NPA, SON, Fire Service and other relevant regulators.
