ECHO HIP 2027 Consultancy at Terre des hommes Nigeria – EiE & CPiE

Terre des hommes (Tdh) is seeking a consultant to help strengthen its positioning for the ECHO Humanitarian Implementation Plan (HIP) 2027 in two closely related areas: Education in Emergencies (EiE) and Child Protection in Emergencies (CPiE).

The assignment is focused on strategy, humanitarian analysis and proposal preparation rather than a conventional staff position. The selected consultant will work with Tdh Nigeria teams and potential consortium partners to assess needs and response gaps, examine Tdh’s comparative advantages, develop positioning options and prepare technical elements that can be quickly adapted when the ECHO HIP 2027 is published.

The consultancy is expected to run from September to November 2026, with an estimated 30–40 working days. It will be delivered through a hybrid arrangement, including approximately 10 working days in Nigeria and potential travel to Borno State.

What the consultant will be expected to achieve

The main objective is to help Tdh Nigeria develop a strong and evidence-based position ahead of the ECHO HIP 2027.

The consultant will examine the humanitarian context, identify needs and response gaps in education and child protection, assess Tdh’s current capacity and partnerships, and help determine where the organization could make a credible contribution.

The work should ultimately leave Tdh with practical material that can be used for proposal development once the relevant ECHO priorities are confirmed.

Key areas of work

The assignment includes several connected stages.

Review the humanitarian and funding context

The consultant will review relevant ECHO priorities, previous Humanitarian Implementation Plans, humanitarian planning documents, sector information and relevant Tdh materials.

This review should help establish the context in which a potential 2027 intervention would be developed.

Analyse EiE and CPiE needs

The consultant will assess humanitarian needs, response gaps, potential target groups and geographic priorities related to Education in Emergencies and Child Protection in Emergencies.

This includes supporting the development of appropriate assessment methodologies and data-collection tools where required.

Assess Tdh’s positioning

An important part of the assignment is understanding where Tdh is well positioned and where additional capacity or partnerships may be needed.

The assessment will consider:

• Existing technical strengths.
• Operational capacity.
• Geographic presence.
• Partnership opportunities.
• Comparative advantages.
• Capacity gaps.
• Potential risks.
• Complementarity with other humanitarian actors.

Develop positioning scenarios

The consultant will develop at least two or three possible positioning scenarios.

Each scenario should consider elements such as:

• Proposed activities.
• Potential partners.
• Key risks and assumptions.
• Indicative budget range.

The preferred option will then be developed further with Tdh and relevant consortium partners.

Expected deliverables

The assignment has a substantial set of expected outputs.

1. Inception report

The initial report should explain the consultant’s understanding of the assignment and provide:

• Detailed methodology.
• Work plan.
• Consultation plan.
• Required documents.
• Schedule.
• Key risks and limitations.

2. Desk review and strategic analysis

This stage will cover ECHO priorities, previous HIPs, humanitarian planning documents and the broader operating context.

The analysis should identify major EiE and CPiE needs, response gaps, potential geographic priorities, relevant actors and partnership opportunities.

3. Positioning options

The consultant will prepare at least two or three strategic options for Tdh to consider before selecting a preferred direction.

4. Assessment methodology and data-collection package

The consultant will develop or refine:

• Consultation methodologies.
• Interview guides.
• Data-collection tools.
• Analytical frameworks.
• Data-validation approaches.
• Guidance for field teams and consortium partners.

5. Situation analysis and response strategy

The findings will be consolidated into a refined situation analysis and response strategy.

The recommended package should identify technical and operational gaps that may require further investment.

6. Preliminary technical package

The consultant will prepare initial proposal components, which may include:

• Intervention logic.
• Logical framework.
• Proposed indicators.
• Preliminary activities.
• Risk analysis.
• Staffing requirements.
• Logistics considerations.
• Security considerations.
• MEAL requirements.
• Initial budget assumptions.

7. Proposal-development support

The selected consultant will provide up to seven days of on-demand technical support for proposal development.

This may include reviewing narrative sections, checking technical coherence, participating in proposal meetings and supporting consortium discussions.

8. Final report and presentation

The final output will consolidate findings, recommendations, lessons learned, remaining gaps, mitigation measures and next steps.

A final restitution session will also be held with the Tdh team.

Who should apply?

Applicants should therefore be able to demonstrate familiarity with the operating context, relevant humanitarian actors, coordination structures, local partnerships and challenges affecting children and education in emergency settings.

Experience in northern Nigeria or other fragile and humanitarian contexts may be particularly useful where it directly relates to the assignment.

Working arrangements and travel

The consultancy will be conducted through a hybrid working arrangement.

The assignment is expected to include approximately 10 working days in Nigeria, including travel, with the possibility of field travel to Borno State or another location depending on operational requirements and security clearance.

The exact number and sequence of in-country days will be agreed with the selected consultant based on the proposed technical approach.

Supervision

The consultant will work under the supervision of the Tdh Nigeria Country Director or a designated focal point.

A broader review group may include representatives from programme, technical, grants, MEAL, logistics, security, regional and headquarters teams.

This means the consultant should be comfortable presenting findings, facilitating discussions and incorporating feedback from people working across different technical areas.

Confidentiality and compliance

All materials produced under the assignment will remain the property of Terre des hommes.

The selected consultant must maintain confidentiality and comply with applicable data protection requirements. External publication or reuse of the work requires prior written authorization from Tdh.

The consultant will also be expected to comply with Tdh’s requirements relating to safeguarding, PSEA, anti-fraud and anti-corruption, the Code of Conduct and conflicts of interest.
