Help Deliver Humanitarian Projects Through Effective Procurement
Community Engagement & Social Development Initiative (CESDI) is seeking an experienced Procurement Officer to support the implementation of the RESILAC*2 project in Yobe State. This position is ideal for procurement and supply chain professionals who are passionate about supporting humanitarian and development programmes through transparent, efficient, and compliant procurement processes.
The successful candidate will work closely with programme, finance, and logistics teams to ensure project resources are acquired on time and in accordance with donor and organizational requirements.
About CESDI
Community Engagement & Social Development Initiative (CESDI) is a Nigerian non-governmental organization established in 2014 and registered with the Corporate Affairs Commission (CAC). The organization works to improve the lives of vulnerable women, children, and young people through community development, humanitarian response, capacity building, and sustainable livelihood programmes.
For this project, CESDI is implementing the Lake Chad Inclusive Economic and Social Recovery Project (RESILAC*2) in Damaturu and Fune Local Government Areas in partnership with Action Against Hunger (ACF) and CARE International, with funding support from the French Development Agency (AFD) and the European Union (EU).
Position Overview
The Procurement Officer will coordinate procurement and supply chain activities throughout the project lifecycle. The role focuses on ensuring that goods, works, and services are procured efficiently while maintaining compliance with donor regulations, organizational policies, and national procurement standards.
The successful candidate will also support vendor management, contract administration, procurement planning, and documentation to facilitate smooth project implementation.
Key Responsibilities
The Procurement Officer will:
- Develop and implement project procurement plans in collaboration with programme and support teams.
- Manage procurement processes for goods, works, and services in accordance with organizational and donor policies.
- Prepare procurement documents, including purchase requisitions, Requests for Quotations (RFQs), Invitations to Bid (ITBs), Requests for Proposals (RFPs), purchase orders, contracts, and bid evaluation reports.
- Build and maintain a reliable supplier database through market assessments and vendor due diligence.
- Coordinate bid evaluations and procurement committee activities while ensuring proper documentation.
- Monitor supplier performance, delivery schedules, and contract compliance.
- Work closely with finance, logistics, and programme teams to support timely procurement and payment processes.
- Maintain organized procurement records that are complete and audit-ready.
- Prepare procurement reports, tracking tools, and progress updates for project management.
- Monitor procurement budgets and support efficient use of project resources.
- Provide guidance to project staff on procurement procedures, ethical standards, and donor compliance requirements.
Qualifications
Applicants should possess:
- A Bachelor’s degree in Procurement and Supply Chain Management, Business Administration, Logistics, Purchasing and Supply, Economics, or a related discipline.
- Professional certifications such as CIPS, CISCM, or equivalent will be an added advantage.
Experience Required
Candidates should have:
- At least five years of progressive experience in procurement, logistics, or supply chain management.
- A minimum of three years in a similar procurement role.
- Experience managing the full procurement cycle, from planning and sourcing to contract management and supplier performance monitoring.
- Good understanding of donor procurement procedures, particularly those of the European Union (EU), Agence Française de Développement (AFD), and other institutional donors.
- Experience preparing RFQs, ITBs, RFPs, contracts, purchase orders, and procurement reports.
- Experience using procurement tracking systems, ERP platforms, or similar procurement software.
- Previous work experience in humanitarian, development, or conflict-affected settings will be an advantage.
