Job Overview

Action Against Hunger | ACF Nigeria LTD/GTE is recruiting a Security and Access Officer to support the safe delivery of humanitarian activities and help teams operate effectively in a changing security environment.

The role combines security information gathering, risk assessment, staff safety, movement monitoring, humanitarian access, training and liaison with authorities and community representatives. It is suited to a security professional who understands the humanitarian operating environment and can turn field information into practical advice for programme teams.

Action Against Hunger works in Nigeria on areas including nutrition and health, food security and livelihoods, water and sanitation, and emergency response.

What You Will Be Responsible For

Monitor the security and political environment

The officer will help the organisation maintain a clear understanding of developments that could affect staff, programmes, assets or humanitarian access.

Key duties include:

• Establishing a reliable system for receiving security information from employees and field teams.
• Identifying useful information sources, including local contacts, media and academic or other relevant sources.
• Building and maintaining a network of contacts who can provide timely information about developments in the operating environment.
• Maintaining regular communication with relevant contacts and focal points.
• Immediately informing the Field Coordinator and Head of Administration and Security (HAS) when there is a significant or sudden change in the context.
• Supporting ACF’s acceptance and humanitarian access efforts through professional engagement with external stakeholders.

Strengthen safety and security arrangements

The position will contribute to the implementation and day-to-day management of the base’s safety and security procedures.

Responsibilities include:

• Participating in security and risk analysis workshops.
• Following up on actions agreed after security incidents.
• Preparing accurate safety and security reports within the required timelines.
• Supervising security guards in coordination with the logistics team and, where applicable, the contracted security company.
• Applying security procedures for the movement of staff, goods and other resources.
• Assessing the security of offices, facilities and other premises and recommending appropriate measures.
• Monitoring team movements and ensuring that established procedures are followed.
• Working closely with logistics on security-related matters.
• Conducting assessments of buildings, roads and other locations relevant to field operations.

Support humanitarian access

Humanitarian access is an important part of the position. The officer will help teams understand access challenges and maintain constructive relationships with people and institutions that influence field operations.

This may involve:

• Participating in humanitarian access negotiations with relevant stakeholders.
• Supporting access-related training and workshops at community and field level.
• Conducting access assessments when ACF considers working in new areas.
• Helping explain ACF’s mandate, activities and humanitarian role to partners and community members.

Provide briefings and training

The officer will help staff understand the security environment and the procedures they are expected to follow.

This includes:

• Supporting security and safety training identified as necessary for field teams.
• Participating in regular safety management and personal security meetings.
• Providing security briefings to new employees and visitors.
• Supporting training activities included in the Country Office training plan.
• Working with the Logistics and Human Resources teams when organising relevant training sessions.

Maintain effective local coordination

Strong relationships with local stakeholders will be important in this role.

The officer will:

• Work with the Field Coordinator to maintain effective relations with relevant authorities.
• Support constructive relationships with communities and local leaders.
• Organise community awareness sessions about the context and ACF’s work when requested by programme teams.
• Follow up with relevant government departments when administrative or operational issues arise.
• Obtain required administrative authorisations for staff movements.
• Liaise with police, community representatives and traditional leaders when incidents such as accidents require coordination.

Additional Responsibilities

The successful candidate is expected to maintain professional standards in all assigned duties and communicate progress on relevant activities.

The role also requires compliance with ACF Nigeria’s staff regulations, humanitarian principles, mandate and organisational policies, including its commitment to gender equality.

Because field conditions can change, the officer may also be asked to take on other related responsibilities within the scope of the position.

Who Should Apply?

Applicants should meet the following requirements:

• A university degree or equivalent qualification.
• At least 3 years of safety and security experience, preferably with an international or national NGO.
• A strong network of relevant stakeholders across security, political, social, cultural and religious sectors in North-West Nigeria.
• Strong analytical, communication and report-writing skills.
• Fluency in English and Hausa.
• Good knowledge of the humanitarian context in the relevant operating area and practical experience in security management.
• Ability to work independently, manage a demanding workload and remain effective under pressure.
• Ability to handle sensitive information with discretion and maintain confidentiality.
• Knowledge of GIS is an advantage.
