Job Field: Logistics / Pharmaceutical / Procurement / Store-keeping / Supply Chain

Management Sciences for Health (MSH) is seeking an ITN Campaign Logistics Manager to lead the logistics and supply-chain work supporting a large-scale insecticide-treated net (ITN) campaign in Nigeria.

This is a senior role covering campaign planning, commodity quantification, warehousing, transportation, inventory accountability, last-mile distribution and reverse logistics. The manager will also work closely with government programmes, donors, third-party logistics providers and campaign teams to keep the supply chain on schedule and properly documented.

The position is particularly suited to professionals with substantial experience managing ITN mass campaigns and public-health supply chains in Nigeria.

What the Logistics Manager Will Lead

The role combines strategic planning with hands-on oversight of campaign logistics. The successful candidate will be expected to turn the overall campaign work plan into a practical logistics system that can operate effectively across multiple states and distribution points.

Key areas of responsibility include:

  • Developing the campaign logistics and supply-chain strategy.
  • Planning commodity movement from central warehouses through state hubs to last-mile distribution points.
  • Leading quantification of ITNs and other campaign commodities.
  • Developing time-bound logistics plans with milestones, resources and risk controls.
  • Establishing standard operating procedures for warehousing, transport, inventory management and waste handling.
  • Monitoring implementation and adjusting logistics plans when field conditions change.
  • Representing logistics considerations in senior campaign planning and decision-making.

Building a Strong Campaign Logistics Team

The manager will provide leadership to logistics professionals working across the campaign.

Responsibilities include:

  • Managing and mentoring Logistics Advisors and Consultants.
  • Setting performance objectives and conducting regular performance reviews.
  • Supporting recruitment and deployment of additional logistics personnel.
  • Ensuring warehouse managers, monitors and other surge staff are available when required.
  • Designing capacity-building activities for State Malaria Elimination Programme (SMEP) and LMCU logistics personnel.
  • Providing coaching and supportive supervision during implementation.
  • Promoting strong accountability and ethical management of donated commodities.

Because the campaign involves multiple locations and teams, effective delegation, communication and performance management will be important.

ITN Quantification and Distribution Planning

A major part of the position involves ensuring that the campaign has the right commodities in the right places at the right time.

The manager will:

  • Lead final quantification of ITNs and other required commodities.
  • Review state-level microplans for operational feasibility.
  • Assess distribution structures, staffing requirements and logistics resources.
  • Identify potential supply gaps, excess stock and other planning issues.
  • Use available data to improve cost and time efficiency.
  • Coordinate logistics planning with campaign and programme teams.

Applicants should be comfortable working with detailed operational data and using it to make practical supply-chain decisions.

Warehousing and Transportation

The position will oversee the movement of campaign commodities through the in-country supply chain.

The manager will work with appointed third-party logistics providers (3PLs) responsible for warehousing and transportation and monitor their performance against agreed KPIs.

This includes:

  • Monitoring warehouse operations.
  • Coordinating transportation from national warehouses to distribution locations.
  • Tracking on-time and in-full deliveries.
  • Reviewing 3PL performance.
  • Addressing transportation or warehousing bottlenecks.
  • Ensuring campaign commodities are handled and documented appropriately.

Strong contract and vendor-management skills will therefore be useful for this role.

Inventory Accountability

Maintaining accurate records of ITN stock is a central responsibility.

The logistics system should allow campaign teams to track nets from state hubs through distribution points and ultimately reconcile physical stock with documented distribution.

The manager will establish systems that bring together:

  • Physical stock counts
  • Paper-based Logistics Reconciliation and Reporting Tool (LRRT) records
  • Digital platform information
  • Distribution records
  • Returns and unused stock

The objective is to identify discrepancies early and ensure that final campaign figures are supported by reliable records.

Reverse Logistics and Unused ITNs

The campaign will also require a structured process for handling unused ITNs after distribution.

The manager will plan and oversee the return of unused nets from distribution points to central storage.

This involves ensuring that returned commodities are:

  • Properly documented
  • Safely transported
  • Accurately counted
  • Reconciled against records
  • Stored appropriately

A well-managed reverse-logistics process helps reduce losses and gives programme managers a clear picture of remaining inventory.

Data Reconciliation and Reporting

The Logistics Manager will work closely with monitoring and digital-health teams to ensure that logistics information is accurate and consistent.

The role includes:

  • Comparing logistics data from different sources.
  • Resolving discrepancies between physical counts, LRRT records and digital platforms.
  • Monitoring stock levels and consumption patterns.
  • Reviewing transit times and distribution performance.
  • Producing regular logistics reports.
  • Preparing the final logistics reconciliation report.
  • Presenting campaign close-out findings to project leadership and donors.

The manager is expected to use data not just for reporting, but also to identify problems early and adjust logistics operations where necessary.

Managing Supply-Chain Risks

Large-scale campaigns can face challenges involving transportation, stock availability, warehousing, documentation and field operations.

The successful candidate will be expected to identify risks early and develop practical contingency measures.

This includes responding to:

  • Supply shortages
  • Distribution delays
  • Transportation problems
  • Inventory discrepancies
  • Commodity losses
  • Warehouse issues
  • Third-party logistics performance problems
  • Other major supply-chain disruptions

When serious incidents occur, the manager will lead investigations and coordinate corrective action with relevant teams.

Working With Government and Campaign Partners

The role requires regular engagement with senior stakeholders at national and state level.

The Logistics Manager will represent the project in logistics coordination forums involving organisations such as:

  • National Malaria Elimination Programme (NMEP)
  • State Malaria Elimination Programmes (SMEPs)
  • State logistics and supply-chain teams
  • Donors
  • Development partners
  • Third-party logistics providers

The position also serves as an escalation point for major logistics issues and requires the ability to negotiate solutions with different stakeholders.

Qualifications and Experience

The vacancy asks for a postgraduate degree in Pharmacy, Supply Chain Management, Public Health or a related business or management discipline.

A Bachelor of Pharmacy degree combined with significant relevant experience may also be considered.

The required professional experience includes:

  • 8–10 years of progressive experience in supply-chain and logistics management within large-scale public-health programmes in Nigeria.
  • At least 5 years of direct senior logistics leadership experience across at least three ITN mass campaigns.
  • Experience covering campaigns from microplanning through final reconciliation.
  • Experience managing multidisciplinary teams across multiple locations.
  • Experience negotiating and managing third-party logistics contracts.
  • Experience engaging senior government stakeholders at national and state levels.

This is therefore a senior-level vacancy. Applicants with only general warehouse or logistics experience may not meet the campaign leadership requirements.

Additional Certifications

Professional certification in supply-chain or project management would be an advantage.

Relevant examples mentioned in the vacancy include:

  • CIPS
  • CSCP
  • SCPro
  • PMP
  • PRINCE2

The employer also values knowledge of Nigeria’s pharmaceutical importation and customs-clearance processes for health commodities.

Skills That Matter in This Role

The position calls for a combination of strategic, technical and people-management skills.

Strategic planning

The successful candidate should be able to design logistics systems that work across complex campaign environments and respond to changing operational conditions.

Leadership

Strong leadership is required to manage dispersed teams, set expectations, resolve conflicts and maintain accountability across the supply chain.

Stakeholder management

The role involves working with government officials, donors, partners, suppliers and logistics providers. Negotiation and relationship-management skills are therefore important.

Risk management

Applicants should be able to identify potential supply-chain risks, prepare contingency plans and respond calmly when operational problems arise.

Data analysis

The manager should be comfortable interpreting operational, financial and inventory data and turning that information into practical decisions.

Communication

Excellent written and verbal English is required because the position involves reports, presentations, coordination meetings and communication with senior stakeholders.

Digital and Data Skills

Strong digital skills are expected, particularly for analysing campaign logistics information.

The vacancy specifically highlights:

  • Advanced Microsoft Excel
  • Database tools
  • Logistics Management Information Systems (LMIS)
  • Digital health platforms
  • Red Rose
  • ODK

Experience using digital systems to monitor commodity movement, inventory and campaign performance would be particularly relevant.

What the Employer Is Looking For

This is more than a warehouse-management position. The successful candidate will be responsible for connecting planning, people, commodities, data and transportation into one functioning campaign logistics system.

A strong applicant should therefore be able to demonstrate previous responsibility for:

  • Large-scale health campaigns
  • ITN or similar commodity distribution
  • Supply-chain planning
  • Quantification
  • Warehousing
  • Last-mile distribution
  • Inventory accountability
  • Reverse logistics
  • 3PL management
  • Government coordination
  • Team leadership
  • Logistics reporting and reconciliation

How to Prepare Your CV

If you are applying, make the seniority of your experience immediately clear.

Your CV should highlight specific examples of:

  • ITN mass campaigns you have managed
  • Number of campaigns supported
  • States or geographic areas covered
  • Size of logistics teams supervised
  • ITN or health commodities handled
  • Warehousing and distribution responsibilities
  • 3PL contracts managed
  • Quantification and microplanning
  • Inventory reconciliation
  • Reverse logistics
  • Government and donor coordination
  • Supply-chain systems used

Avoid describing yourself only as a general “logistics professional.” For this vacancy, the employer is looking for evidence of senior campaign logistics leadership.
