About the role
Management Sciences for Health (MSH) is seeking an experienced ITN Campaign Project Manager to coordinate the planning and implementation of insecticide-treated net (ITN) distribution campaign activities in Nigeria.
The position combines project leadership, field implementation, stakeholder coordination, budget oversight, monitoring and evaluation, logistics, social and behaviour change communication, and risk management. The successful candidate will work with national and state teams to help ensure that ITNs reach households effectively, including vulnerable and hard-to-reach communities.
MSH has a long-standing presence in Nigeria and works with government institutions and partners on malaria, health systems strengthening, and other public health programmes.
What the Project Manager will be responsible for
Lead campaign planning and implementation
The Project Manager will provide overall coordination for the ITN campaign and ensure that activities are delivered according to agreed timelines, budgets, quality standards, and performance targets.
Key responsibilities include:
- Build and manage a strong country-level and state-level campaign team.
- Lead macro- and microplanning activities, including timelines, allocation strategies, and geographic targeting.
- Use GIS information to help identify hard-to-reach and vulnerable populations.
- Coordinate procurement, warehousing, transportation, reverse logistics, waste management, and inventory reconciliation.
- Oversee household mobilisation and advocacy activities as part of the campaign’s social and behaviour change approach.
- Supervise digital household registration systems and real-time campaign performance monitoring.
- Coordinate data triangulation, post-campaign assessments, and donor reporting.
- Provide leadership to technical leads, finance and administration teams, and logistics managers.
- Ensure campaign activities meet agreed milestones and performance targets.
- Work with the Project Director and Technical Director for Malaria to provide regular project updates.
Budget, reporting and project coordination
The role also carries significant responsibility for financial and operational management.
The Project Manager will:
- Work with country and state teams to prepare and implement annual work plans.
- Support development of the project monitoring, evaluation, and research framework.
- Track project and activity budgets with the finance team.
- Prepare annual budgets and forecasts and monitor implementation against approved plans.
- Track expenditure and reforecast where necessary.
- Prepare semi-annual reports and supporting documentation linked to project performance milestones.
- Coordinate quarterly narrative and financial reporting.
- Ensure Nigeria project and operational information is accurately tracked and reported.
- Support development and implementation of an appropriate project exit strategy.
Communication, advocacy and learning
Clear communication will be an important part of the position. The Project Manager will work with communications, external relations, social and behaviour change, and project partners to support a coordinated communications and advocacy strategy.
This includes:
- Developing project communications and advocacy activities.
- Supporting case studies and documentation of lessons learned.
- Identifying and sharing useful implementation lessons.
- Preparing materials for internal and external dissemination.
- Maintaining effective relationships with project partners and stakeholders.
- Overseeing partner and subcontractor contributions to project outputs.
The role will also involve managing project risks, including safeguarding, financial, reputational, and security risks, particularly in challenging implementation environments.
Technical and quality responsibilities
The Project Manager will work with technical colleagues to identify areas where additional support is needed and coordinate with the Technical Director for Malaria to obtain that support.
The position will also:
- Support generation of evidence on campaign performance.
- Contribute to monitoring, evaluation, research, and learning activities.
- Monitor project performance and quality.
- Keep up to date with relevant evidence and good practices in ITN distribution and malaria prevention.
- Support preparation of technical and dissemination materials.
Working with government and partners
The position involves regular engagement with national and state-level stakeholders. The Project Manager will work with the National Malaria Elimination Programme (NMEP), State Malaria Elimination Programmes (SMEPs), government officials, project partners, and other stakeholders.
Responsibilities include representing MSH at relevant coordination meetings and workshops, maintaining communication with national malaria coordination platforms, and supporting evidence-based advocacy around ITN distribution.
