Management Sciences for Health (MSH) is recruiting a Customs Clearance and Delivery Officer to oversee importation, customs clearance, transportation and delivery of health-related commodities.

The position covers the full movement of goods, from preparing documentation before arrival through customs clearance and inland transportation to final delivery. It also involves regulatory compliance, cold-chain management, vendor coordination, cost control and performance monitoring.

This is a senior logistics role requiring substantial experience in customs clearance, freight forwarding or health-commodity supply chains.

What the Role Covers

The successful candidate will coordinate import and delivery activities while ensuring that shipments meet regulatory, donor and organisational requirements.

Key responsibilities include:

• Oversee the full importation process from pre-arrival documentation through final delivery.
• Prepare, review and verify import documentation, including Bills of Lading, Air Waybills, invoices, packing lists, certificates of origin, import permits, tax exemption certificates and regulatory approvals.
• Ensure timely processing of IDEC requirements with the Federal Ministry of Finance and coordinate with the Federal Ministry of Health where required.
• Liaise with customs authorities, port health services and other regulatory bodies to facilitate cargo clearance.
• Coordinate inland transportation and distribution of cleared goods to central medical stores, regional warehouses, laboratories and health facilities.
• Develop shipment-tracking processes and delivery schedules.
• Coordinate distribution plans to support safe and timely delivery.
• Ensure compliance with customs laws, import regulations, donor requirements and Good Distribution Practices (GDP).
• Maintain cold-chain integrity for temperature-sensitive commodities.
• Monitor shipments from arrival through final delivery.
• Identify and resolve clearance delays, bottlenecks and delivery disruptions.
• Reduce avoidable demurrage, detention and storage charges through effective planning.
• Track proof of delivery and confirm receipt at destination points.

Working With Suppliers and Logistics Partners

The position serves as an important coordination point between MSH and the organisations involved in importing and delivering health commodities.

Responsibilities include:

• Coordinate with suppliers, freight forwarders, customs brokers and transport providers.
• Work with regulatory agencies, warehouse teams and implementing partners.
• Coordinate with procurement teams to ensure shipment documentation is complete before cargo arrives.
• Supervise third-party logistics providers, customs agents and transport contractors.
• Assess service providers against agreed service levels and performance indicators.
• Maintain professional relationships with customs authorities and other regulatory agencies.
• Coordinate with stakeholders involved in pharmaceutical, medical-device and laboratory commodity regulation and distribution.

Compliance and Risk Management

Importing medical and health-related commodities requires careful attention to regulations and documentation.

The officer will be expected to:
