Executive Vice President, Evidence at Evidence Action

Evidence Action is seeking an experienced and strategic Executive Vice President, Evidence to lead its global evidence function and strengthen how data, monitoring, learning, evaluation and cost-effectiveness inform programme decisions.

Based in Abuja, the Executive Vice President will provide senior leadership across Monitoring, Learning and Evaluation (MLE), cost-effectiveness modelling and epidemiology. The role will help ensure that evidence remains central to how Evidence Action designs, improves and scales programmes.

The successful candidate will combine strong technical expertise with substantial leadership and programme implementation experience, particularly in low- and middle-income country contexts.

Job Summary

The Executive Vice President, Evidence will sit on Evidence Action’s Global Leadership Team and report directly to the Chief Executive Officer.

The role has two closely connected responsibilities: leading the generation and use of evidence throughout the programme lifecycle while maintaining an independent perspective on the quality and reliability of that evidence.

The EVP will work closely with programme and regional leaders while providing an independent voice when evidence indicates that programmes should be changed, expanded, redesigned or discontinued.

Key Responsibilities

Lead the Evidence Function

  • Develop and lead a cross-programme evidence strategy aligned with Evidence Action’s organisational priorities.
  • Oversee Monitoring, Learning and Evaluation, cost-effectiveness modelling and epidemiology functions.
  • Ensure evidence from different technical areas contributes to a coherent understanding of programme performance.
  • Help programme teams use evidence to improve implementation and make strategic decisions.
  • Strengthen cost-effectiveness tools so leaders can better understand the factors influencing programme impact and costs.
  • Promote monitoring and learning throughout the entire programme lifecycle.
  • Support appropriate use of methods such as A/B testing and other approaches to improve programme performance.
  • Identify areas where Evidence Action should generate its own evidence and where external partners may be better positioned to conduct research.

Maintain Independent Evidence Quality Assurance

  • Establish standards for evaluating evidence quality, uncertainty and assumptions.
  • Develop systems for consistent evidence review across the organisation.
  • Establish programme stage gates and structured evidence reviews at important decision points.
  • Maintain independent data quality assurance processes.
  • Set methodological standards and commission additional surveys or integrity checks when necessary.
  • Identify and communicate evidence gaps or quality concerns early.
  • Provide evidence-based recommendations for programme scale-up, adaptation or wind-down.

Strengthen Technical Capability

  • Build the technical management capacity required to support programme teams.
  • Lead multidisciplinary teams across MLE, cost-effectiveness and epidemiology.
  • Guide teams through organisational change and consolidation while maintaining trust and technical quality.
  • Identify opportunities to use AI and modern data technologies to improve evidence generation and decision-making.

External Representation

  • Represent Evidence Action’s evidence function with donors, board members and technical partners.
  • Explain the organisation’s evidence philosophy and methodological approaches to external stakeholders.
  • Promote transparency and responsible sharing of organisational learning.
  • Help communicate lessons from both successful and unsuccessful programme approaches.

Requirements

Evidence Action is looking for a senior leader with rigorous technical training and substantial experience applying evidence in real-world programme implementation environments.

Candidates should demonstrate:

  • Experience leading technical teams and maintaining high standards of evidence quality.
  • Significant experience working in low- and middle-income country settings.
  • Strong programme implementation experience alongside research or technical expertise.
  • A PhD or equivalent quantitative expertise that enables the candidate to assess complex evidence and analytical methods.
  • Experience in cost-effectiveness, health economics or closely related areas, or the ability to effectively oversee experts in these fields.
  • Strong understanding of evidence generation, monitoring, learning and evaluation.
  • Experience managing multidisciplinary teams at scale.
  • Strong organisational leadership and change-management capabilities.
  • Ability to translate technical evidence into practical organisational decisions.
  • Confidence to communicate difficult or unexpected findings to senior leadership.
  • Experience working effectively across cultures and with senior internal and external stakeholders.
