Management Sciences for Health (MSH) is recruiting a Data Quality and Technology Manager (DQTM) to provide technical leadership for the digital systems supporting an ITN campaign.

This senior position brings together digital health technology, data quality assurance, electronic data collection, real-time monitoring, dashboard development and geospatial analysis. The successful candidate will oversee systems used for microplanning, household registration, ITN distribution, logistics, field monitoring, independent verification and post-campaign assessment.

The role reports to the Project Manager, with the designated M&E Director providing additional supervision, and includes technical oversight of the M&E Officer and ICT4D Consultants.

The Main Focus of the Role

The DQTM will help ensure that campaign data is collected through reliable digital systems, checked for quality and transformed into information that programme teams can use.

The role covers the full data cycle—from configuring mobile applications and monitoring data collection to producing dashboards, identifying quality problems and supporting evidence-based decisions.

Digital Systems and Technology Management

The successful candidate will lead the design, configuration, testing, deployment and maintenance of campaign digital data systems.

This includes working with platforms such as Digit Technology, KoboToolbox, ODK and other approved systems.

Key responsibilities include:

• Configure digital workflows for settlement-level microplanning.
• Support digital household registration and mobilisation processes.
• Configure systems for ITN distribution and commodity tracking.
• Support digital workflows for in-process monitoring.
• Configure systems for independent 5% verification.
• Support post-distribution monitoring and assessment activities.
• Develop automated validation rules to improve completeness, accuracy and consistency.
• Lead User Acceptance Testing (UAT) before campaign implementation.
• Refine systems based on testing results and user feedback.
• Support infrastructure management.
• Define relevant workflows in HCM and contribute to data analysis and insight generation.

Data Quality Management

Data quality is a central responsibility of the position.

The DQTM will:

• Develop and implement the campaign data-quality assurance framework.
• Establish automated checks for completeness, consistency and validity.
• Monitor duplicate records, unusual values and potential outliers.
• Check GPS compliance and interview duration.
• Monitor household-size information and other relevant indicators.
• Conduct daily data-quality reviews.
• Coordinate timely resolution of identified data problems.
• Monitor data synchronisation and availability of near-real-time information.
• Flag suspicious records for verification and corrective action.
• Maintain secure databases.
• Carry out routine data cleaning and quality checks.

The successful candidate will need to balance technical systems management with practical follow-up at State, LGA, Ward and field levels.

Dashboards, Analytics and Data Use

The position will turn campaign data into practical information for programme management.

Responsibilities include developing and maintaining real-time campaign dashboards and producing daily and weekly analytical outputs.
