Job Overview
The General Manager, HR & General Services is the senior executive responsible for providing strategic leadership and integrated support across Human Resources, Procurement, Administration and Security. The role ensures that the organization has the people, materials, services, facilities and security infrastructure required to operate its downstream petroleum business safely, efficiently and competitively.
The successful candidate will lead and hold accountable the Head of HR, Head of Procurement, Administration Manager and Chief Security Officer. The shared-services function is expected to operate as a performance-enabling platform for all business units.

Responsibilities
- Develop and execute an HR strategy aligned with business objectives, growth plans, operational requirements and core values.
- Oversee recruitment, onboarding, succession planning, performance management and employee engagement for staff, contractors and expatriates.
- Ensure compliance with the Nigeria Labour Act, NHIA, NSITF, the Pension Reform Act, ITF and other statutory requirements.
- Lead grievance handling, disciplinary processes and staff welfare initiatives.
- Identify capability gaps and drive training, leadership development and behavioural competency programmes.
- Manage salary structures, benefits administration, payroll governance and annual compensation reviews in liaison with Finance.
- Champion the organization’s values, diversity, equity and high-performance culture across all sites.
- Develop and implement the procurement strategy and annual procurement plan for goods, services and works across HR, Administration, Marine and Operations.
- Oversee tendering, negotiation, contract administration and vendor performance management, ensuring value for money and service delivery.
- Enforce procurement policy, approval limits and ethical standards while driving cost savings, process automation and audit readiness.
- Oversee procurement of PPE, office supplies and marine spares, and maintain the asset register in conjunction with Finance.
- Ensure corporate facilities and workplace services are fit for purpose and cost-effective.
- Oversee travel, accommodation, fleet and support services, utilities, records and general administration.
- Establish internal service standards, monitor administrative expenditure, and ensure timely renewal and performance management of support-service contracts.
- Develop and implement the organization’s security strategy and risk framework.
- Protect people, petroleum products, facilities, information and other assets through effective security controls.
- Oversee access control, CCTV and surveillance, intelligence, incident response and security contractors.
- Coordinate security arrangements for marine, terminal, logistics and retail operations.
- Conduct security risk assessments, audits and emergency-response exercises.
- Act as a strategic business partner to Executive Management and operating functions.
- Resolve cross-functional support issues and remove avoidable operational constraints.
- Develop succession and leadership capability across the management team.
Requirements and Qualifications
A Bachelor’s degree in Business Administration, Human Resources, Engineering, Finance, Supply Chain, Information Technology, Security Management or a related discipline is required. The role requires a minimum of 15 years of relevant professional experience, including at least seven years in senior management or leadership.
Candidates should have experience managing multiple corporate support functions through senior functional leaders, as well as demonstrated experience in cost optimisation, organisational development and service transformation.

Preferred Qualifications
- An MBA or MSc.
- Professional certifications in HR or Procurement, including CIPM, CIPD, CIPS or MCIPS.
- Experience in oil and gas, marine, logistics, or a large, asset-intensive or industrial organization.
- Downstream petroleum, energy, infrastructure experience is an added advantage.
