Management Sciences for Health (MSH) is recruiting a Monitoring and Evaluation Officer in Abuja to support the planning, implementation and assessment of an ITN campaign.

The role is strongly focused on field monitoring, data quality, campaign performance and evidence-based decision-making. The successful candidate will work with M&E leadership and the Data Quality and Technology Manager to verify field activities, analyse campaign information and identify implementation gaps that require corrective action.

What the Monitoring and Evaluation Officer Will Do

The position covers several stages of campaign monitoring, from microplanning and household registration through ITN distribution, verification and post-campaign assessment.

M&E Planning and Implementation

The officer will:

• Support development and implementation of the campaign M&E plan, indicators, tools and reporting framework.
• Help develop and review monitoring plans at State, LGA, Ward and field levels.
• Ensure monitoring activities follow approved targets, timelines and applicable national or donor requirements.
• Support the M&E Lead in tracking performance against key indicators.

Field Monitoring and Supervision

Field-based responsibilities include:

• Conduct routine monitoring of household registration, mobilisation and ITN distribution activities.
• Carry out spot checks to assess compliance with approved campaign procedures and standards.
• Monitor field-team productivity, household coverage, ITN distribution and accountability.
• Identify missed settlements, households and other implementation gaps.
• Recommend practical corrective actions where problems are identified.
• Support supervision of field monitors and ensure monitoring findings are submitted on time.

Data Quality and Validation

A major part of the position is making sure campaign data is reliable enough to support programme decisions.

Responsibilities include:

• Review campaign data for completeness, accuracy, consistency, validity and timeliness.
• Support data-quality checks and validation procedures at State, LGA, Ward and field levels.
• Compare information from digital platforms, monitoring forms, distribution records and other campaign sources.
• Identify discrepancies, unusual values, duplicate records and potential data-quality concerns.
• Follow up on identified issues and support timely resolution.

Microplanning and Coverage Monitoring

The officer will also contribute to the planning and assessment of campaign coverage.

This includes:

• Supporting settlement-level and household-level microplanning.
• Participating in State and LGA microplanning validation exercises.
• Reviewing population, settlement, household and ITN allocation data.
• Comparing microplanning estimates with broader planning estimates and investigating significant differences.
• Using available GIS information and field observations to identify hard-to-reach or potentially missed areas.

Data Analysis and Reporting

The successful candidate will help turn campaign data into information that programme teams can use.

Key activities include:

• Analyse campaign information at State, LGA, Ward, settlement and field-team levels.
• Prepare performance summaries, tables, graphs and analytical reports.
• Work with the Data Quality and Technology Manager to interpret dashboard results.
• Identify areas where performance may require corrective action.
• Support analysis of in-process monitoring results.
• Develop evidence-based recommendations for improving campaign performance.
• Contribute to scorecards, data-use products and situation reports.

Digital Data Collection

The role involves supporting the use of digital tools for field monitoring and data collection.

The officer will:

• Support field teams in using approved digital data-collection applications correctly.
• Work with the Data Quality and Technology Manager to monitor data submission, synchronisation and completeness.
• Review digital monitoring records and follow up on flagged data-quality issues.
• Support checks involving GPS compliance, household visit duration and other technology-enabled indicators.
• Provide feedback to field teams on data quality and application use.

Independent Verification and Post-Campaign Assessment

The officer will support the planning and implementation of 5% independent verification, in-process monitoring and post-campaign assessments.

Responsibilities include:

• Review verification results and compare them with registration and distribution data.
• Support household-level data pairing and analysis.
• Assess the reliability of campaign information.
• Document coverage gaps.
• Contribute to recommendations for mop-up or other corrective activities.

Reporting and Documentation

The position will contribute to both routine and end-of-campaign reporting.

Expected activities include:

• Prepare routine M&E reports.
• Contribute to daily situation reports and weekly performance reports.
• Document monitoring findings, lessons learned and implementation challenges.
• Record good practices identified during implementation.
• Support campaign review and end-of-campaign reports.
• Ensure important monitoring findings reach the appropriate programme teams and stakeholders promptly.

Training and Capacity Building

The officer will also support field teams in understanding M&E requirements.

This may include:

• Helping train and orient supervisors, monitors and field teams.
• Providing practical guidance on data-quality procedures.
• Supporting teams with monitoring tools and reporting requirements.
• Explaining campaign indicators where clarification is needed.
• Supporting refresher training when data-quality or implementation problems are identified.

Working With Government and Programme Partners

The role involves regular coordination with technical and programme stakeholders.

The officer will work with the M&E Director, Data Quality and Technology Manager, Project Manager, Logistics Manager, State Technical Assistants, SMEP, NMEP, LGA teams and other relevant partners.

The position will also involve participation in State and LGA review meetings and communication of M&E findings and implementation issues.

Education and Experience

The required academic background includes a Bachelor’s degree in Monitoring & Evaluation, Public Health, Epidemiology, Statistics, Social Sciences, Health Information Management or a related discipline.

A Master’s degree or professional qualification in M&E, Public Health, Epidemiology, Statistics or a related field is an advantage.

The experience requirement varies according to educational level:

• Bachelor’s degree: approximately 4–6 years of relevant experience
• Master’s degree: approximately 2–4 years
• Doctorate: approximately 0–2 years
